Is RO/DI water necessary in a FOWLR marine setup?

I am planning on getting a 30 gallon saltwater aquarium with a power filter, skimmer, heater, ect. I am aware of all the items needed for a saltwater setup. I know that you dont need RO water for a Fish only setup, or most FOWLR setups. I know it is needed for a reef setup. This is all the info I can gather from many websites and a few books. Can I use a conditioner to remove heavy metals, chlorine, chloramine, ect. from the tap water, then add a good salt mix (instant ocean), then age the water and add to tank during water changes, or set up. I know to use conditioned freshwater for top off. Will the conditioned tap water be safe for invertebrates such as cleaner shrimp, hermit crabs, emerald crabs. I know you need it for corals but I cant find info telling me if I need the RO water for inverts such as shrimp or crabs?

Freshwater fishbowl setup?

At work I am not allowed to have a fish tank, however they do allow Betta’s in a small bowl (often with the lilly). I’m not a huge fan of Bettas and from what I’ve read it’s really not a good situation. I’m working on convincing them to let me set up a vase-like container without a “filter”. Here’s what I was thinking:

Vase-like thing (hopefully around 2 gallons)

Sand substrate

I don’t know the name of the aquatic plant I’m planning on using but It’s a common one thats tall with tons of little green leafs. Also I’m going to use probably 2 java moss balls (I think thats what they are called). The thought being the plants will oxiginate the air somewhat.

Then I was planning on putting in 2ish bioballs then point a small fan on the top to agitate the surface and hopefully create some biological filtration.

Finally I was hoping this kind of system would support 2 dwarf african frogs and say a ghost shrimp to hopefully keep the tank tidy.

Any suggestions, Will it work?
I know or at least it seems to me yes it’s better than just throwing something in a bowl but is it going to be sufficient for them to live well?
Also, I just realized I forgot, do I need to sneak a heater in there or will they be ok without it?

New 3gallon freshwater setup – needs more fish / tankmates

I changed my saltwater 3gallon setup to a freshwater setup. When this tank was saltwater, it often had dried salt pouring over the edges onto my kitchen countertop(this happens sometimes with saltwater tanks). I decided to make this tank freshwater, and put it near my TV so it can be seen more often. This tank has a 20gallon canister filter, as well as the in hood eclipse filter. Currently I have 3 tetras in the tank, but plan to add probably some cool looking freshwater shrimp, a snail, and perhaps something else?
