Need advise ASAP with (freshwater) fish re: health problems, fish dying?

We had a male betta for months so when we got a large aquarium I bought alot of new fish (guppies, a female betta, ghost shrimps, little frogs, & a sucker fish — 28 total). Right away, after puting the fish together, some got body fungus and half died within 1 day. I treated the tank for 5 days for body fungus, gill disease, mouth & tail rot disease, and popeye disease… it was not the cheapest stuff. Within a day of body fungus clear-up my fish got gill disease. How? I have no idea since they showed no signs before and I used a combo treatment that covered it too. My tank has been continued on treatment now almost 10 days and still more fish dying (I have flushed 11 in days)! Right now it is still gill disease (red, swollen gills, listless fish, & trouble breathing). If I stop treatment just 1 day more die, if not then no change in health. What do I do? Water sample taken to petsmart said water o.k. & treatment should of worked. I have done as directed on treatment box.
As per directions on treatment I have changed water in tank every 4 days. Tank is very large, fish small size (average is 1″ or less).

Tank and acessories was precleaned with tap water. Water used was bottled and tap (50/50 as directed by pet store) and treated with conditioner. The fish were added 48 hours after tank setup.

Seperate question now, just noticed babies tonite in tank… guppies. Do I tank them out with the mom (still looks fat — maybe going to have more yet) or will she eat them? Or, do I remove them by themselves? Also, what do you feed babies?… special food or just crushed up regular fish food? I have had fish for years but never had babies (all my guppies have been girls, no boys).

Using black sand as a substrate?

I have a ten gallon tank that currently has some blue standard aqarium gravel. It is freshwater, but I would still like to change the substrate to black sand. So how would I go about that? It is the home to a male betta, 3 cory cats and two ghost shrimp. Would I have to catch them and toss them in a bucket with the tank water and then scrape out all the gravel and add the black sand? Would my tank have to recycle even if I used the same filter and plants/decoration?

Also would it be okay to just get black play-sand and rinse it in a pillow case and then soak it for a week?
Okay, I can get the aqarium sand, but were would I keep my fish for two weeks?
Okay are you sure I don’t have to recylce? I know a lot of people don’t know what they are talking about, but I trust you as you usally give awsome advice. I am going to check around on some various fish forums just in case(:
Ooo I like the idea of having the gravel on the bottom and covering it with sand(: But eventually I might get a khulie loach or two and I think they would be surprised when they went to burrow…

What is a small freshwater fish that can be fine with a betta?

I have a 10 gallon tank with a male betta that ive only seen flare at his own reflection.
I have 5 ghost shirmps but my betta never nips or flares at them just stares.
Whats a small freshwater fish that gets about 2 inches long and can be kept alone or in twos with a male betta? i dont want to overstock my tank with the shrimps and betta.
My tank is heated and filtered/cycled

What animals can live with my betta?

I have a cycled,filtered 10 gallon freshwater betta tank with a male betta and 5 ghost shrimps and a bunch of silk plants.
The betta does not eat or bother the ghost shrimps, he just looks at them and swims away.
What other fish, or animal like ghost shrimps can live with my betta? and if its a fish can you please say names of fish that are not very messy?
