Ever think you’re not going to find something that’s going to fit exactly what you want? Most small species just are not as aggressive as you’re looking for. You could try a wimple piranha. It’s not a real piranha, but it must be kept alone. It’s not a very good schooling fish. Smaller freshwater puffers, like Amazon zebra puffers, would fit what you want, too.

bass are really good for that, or basically any carnivorous fish you can catch with a net or small lure in a river or lake. they are used to live prey and having to fight for their food so they basically attack the shrimp. you have to be pretty good with a net to catch small ones but they are worth it. make sure to check your local laws, in some places its illegal to take the fish for an aquarium.
the only issue there is that they have to be taught to eat floating shrimp. it works best for me to have 2 or 3 fish that are already trained to come up to the surface to eat. the wild fish will follow their example and learn how to eat by watching them. if there isn’t a “guide” fish the wild fish rarely learns to eat the fish food (flakes, dried shrimp, ect.) and dies from starvation. goldfish work well for this because they are really cheap and you can just give them to neighbor kids once they’ve taught the wild fish to eat if you don’t want to keep them.
