I’ve found the coolest fish website that may help you. They have lots of fish on the site to buy, plus you can call and make special request!
When I set up my tank, I probably got on their nerves with so many questions, but they where always friendly and inciteful.

Your stocking plan sounds good, although the Bristlenose Pleco might be pushing it, since they grow to about 5″. Are you looking for an efficient algae eater? Try Otocinclus: http://www.otocinclus.com/

They are efficient at eating algae, although make sure your tank is cycled first, since they are very sensitive to water conditions!

You could get the clam if you want to, but most (freshwater) clams kept in captivity die because of the lack of food they receive.

Go with atleast 5 or 6 Neons and thoroughly inspect them before purchasing to make sure they don’t have diseases. Check for color and abnormal signs.
Go for a Gourami instead of the Betta.
I like your choice of shrimp but you could take a look at Amano Shrimp, they are very good algae eaters and they eat plenty of junk at the same time.
Make sure you have a decent filter, preferably higher rated then 10g. Don’t forget your heater. A tight lid as well.
Add caves and other hiding places for your fish, I know that Neons like to sleep in caves.

Tetras are a shoaling fish and should have 6+ and that makes to many for a 10 gallon tank because they are such busy bodies. That is the biggest problem with a tank that small, you are somewhat limited on your stock, try the beta and a few dwarf gourami’s .
